Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Learn more Responsibilities The VA Palo Alto Health Care System (VAPAHCS) has an immediate opening for a GS-13 Inpatient Operations Supervisory Pharmacist for the evening shift at the Palo Alto Division (PAD). This position will report directly to the Associate Chief, Inpatient Pharmacy Services. This pharmacy provides comprehensive clinical and distributive pharmacy services to our 300-bed Acute Care hospital division (Intensive Care Units, OR/Recovery Room, Medicine, Surgery, Sub-Acute Medicine/Long Term Care, Hospice, Spinal Cord Injury, Polytrauma, Psychiatry, Emergency Department) with centralized operation for Unit Dose and Sterile Compounding. During off tours, this pharmacy provides remote order screening/verification and problem solving for the extended care patients at the Menlo Park and Livermore Divisions when these pharmacies are closed. We have a fully integrated computer system with electronic order entry, barcode administration, automated dispensing systems, and workflow integration. The incumbent will have direct supervisory responsibilities of pharmacists and technicians who staff the mid-day and evening shifts, as well as program management responsibilities for Palo Alto inpatient operations. Specific responsibilities include: Performs the full complement of supervisory functions for 8.5 FTEE Inpatient Clinical Pharmacy Specialists, 1.0 FTEE Controlled Substance Technician, 7.0 FTEE Inpatient Technicians, and multiple per-diem staff and contract pharmacy technicians. Supervisory functions include, but are not limited to; Effective Leadership, Effective Program Management, and Effective Human Resource Management. Works collaboratively with the other Palo Alto Inpatient Pharmacy Managers in providing consistency in clinical practice, equitable coverage of weekends/holidays/off tours of centralized pharmacy shifts, Palo Alto inpatient process and performance improvement activities, and resolving Palo Alto inpatient pharmacy concerns/issues. Effectively manages operational and programmatic issues in a timely manner and assure compliance with all applicable laws, VHA regulations, Joint Commission standards, as well as VAPAHCS and Pharmacy Service policies and procedures. Ensures accountability among staff in meeting performance standards by establishing and monitoring results-oriented performance measures and addressing deficits in a timely manner. Provides staff development through coaching, mentoring and supporting opportunities for learning. Fosters strong working relationships within the inpatient pharmacy sections and other pharmacy sections and develop collaborative working relationships with services outside of pharmacy. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Supervision of an acute care Inpatient Pharmacy, work experience as an inpatient clinical pharmacist in an acute care setting, completion of a PGY-1 Pharmacy Residency and ideally a PGY-2 Health System Administration Residency. Grade Determinations: GS-13 Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Pharmacy Supervisor: Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d.
