Responsibilities The Pharmacist (Procurement Specialist) is responsible for overseeing all areas of medication (controlled and non-controlled substances) and outpatient supply procurement, fluid and supply inventory control, management of the pharmacy budget and different fund control points, pharmacy service contracting, oversight of receiving and tagging equipment receiving, drug recalls, drug shortages, and drug conversions. Also coordinates various administrative and clinical duties and assignments. Assumes full ownership for automation and technology used to ensure appropriate inventory control for medications, fluids, and supplies. This position includes secondary responsibilities as a clinical pharmacist and functions administratively under the Chief of Pharmacy Service, and when assigned to general clinical duties, to the section supervisor. Requirements Conditions of Employment Qualifications Basic Requirements: Citizen of the United States. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. Proficient in spoken and written English Requirements for the announced position, GS-13: The clinical pharmacy specialist (CPS) functions at the highest level of clinical practice, works independently under their scope of practice as defined by the individual medical center to directly care for patients. A CPS plays a defined role in budgetary execution and serves as a mid-level provider who functions to initiate, modify or discontinue medication therapy and as a consultant for intensive medication therapy management services. This includes, but is not limited to, the following: designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments; helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas; performing physical assessments; and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy. Pharmacists assigned to this position must demonstrate the following KSAs Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: (Include documents supporting completion/experience in any of the preferred experience areas) - Graduate of an ACPE accredited College of Pharmacy - Master's degree in business (MBA) or Healthcare Administration, or equivalent educational background - VA experience working as a pharmacy procurement technician or equivalent experience in VA procurement and inventory control processes - Highly skilled in the use of data analysis software, such as Microsoft's Excel or Sequel - LEAN or Six Sigma Certified green belt or above References: VA Handbook 5005, Part II, Appendix G15 Physical Requirements: (1) The incumbent must be physically and mentally able to efficiently perform the duties of this position. (2) The work requires regular and recurring physical exertion, involving standing for prolonged periods of time, frequent twisting/turning, and bending/stooping. (3) Frequent manipulation of IV preparation will require repeated dexterity exertion with pressure up to 20 pounds. (4) The incumbent must be able to perform lifting/carrying, pushing, or pulling different types of equipment such as cabinets, carts or supplies weighing at minimum 50 pounds through various terrains.
